The first step you should take is to check any local hobby shops in your area. There may even be a store that specializes in remote controlled vehicles. If they do not have what you are looking for then ask them if they can order them or if they know somewhere you can get them.

If they do not know a retailer then they may know an individual that is looking to get rid of one. If this is a bust then you can move on to the Internet. Start out by checking the giant online toy stores. Most of the Items that they care online will be well stocked and they may be a good deal cheaper as well. This is due mainly in fact to the retailers' ability to buy the tanks in bulk numbers. One thing you may have to consider is the cost of shipping as well as sales tax that your state may require you to pay.
